If your offers aren’t selling you might like to experiment with one of these 2:
Trim your offer down to a really small, low cost offer. Make it just the first part of your program, or the first module of a course. How else could you chunk down an offer?
Go premium. Can you package up your offer and make it slightly discounted OR a more VIP, premium version with spiffy add ons? How could you go big?
